會議(yi)指(zhi)出,“五個一體化建設”是集團“雙五”戰略路徑的重(zhong)要組成部分,是加(jia)快提升企業(ye)治理體系和治理能力現代(dai)化水平(ping)的戰略抓手,事關集團(tuan)能不(bu)能在新一輪競爭(zheng)中立(li)于不(bu)敗之地,事關陸(lu)港高質量發展全局,事關深化國資國企改革的成(cheng)色,必須以“時(shi)時(shi)放心不下”的(de)責任(ren)感、以“久(jiu)久(jiu)為功”的(de)戰略定力(li)、和(he)敢于“先立后破”的(de)勇氣韌(ren)勁全力(li)推進。

會(hui)議強調,“五個一體化(hua)(hua)(hua)建(jian)設”工(gong)(gong)作(zuo)任(ren)務(wu)艱巨、意(yi)義重大。各(ge)(ge)級(ji)各(ge)(ge)部(bu)門(men)要(yao)(yao)(yao)進(jin)(jin)一步強化(hua)(hua)(hua)工(gong)(gong)作(zuo)落(luo)(luo)實(shi),切(qie)實(shi)匯(hui)聚(ju)強大合力(li)。要(yao)(yao)(yao)壓實(shi)責(ze)任(ren)鏈條。強化(hua)(hua)(hua)一體化(hua)(hua)(hua)建(jian)設領導小組作(zuo)用(yong)發揮(hui)(hui),定期專(zhuan)(zhuan)題(ti)研究、專(zhuan)(zhuan)題(ti)推(tui)進(jin)(jin);牽頭(tou)部(bu)門(men)要(yao)(yao)(yao)發揮(hui)(hui)綜(zong)合協調(diao)作(zuo)用(yong),強化(hua)(hua)(hua)左右協同、上下聯動,確(que)保(bao)建(jian)設任(ren)務(wu)按計劃推(tui)進(jin)(jin)。各(ge)(ge)子公(gong)司也要(yao)(yao)(yao)根據工(gong)(gong)作(zuo)需要(yao)(yao)(yao),積(ji)極(ji)躬(gong)身入局,確(que)保(bao)責(ze)任(ren)到(dao)人、任(ren)務(wu)到(dao)崗(gang),確(que)保(bao)各(ge)(ge)項成(cheng)(cheng)果精準落(luo)(luo)地。要(yao)(yao)(yao)強化(hua)(hua)(hua)示范帶動。完善典型做法推(tui)廣機制(zhi)(zhi),堅持邊探索、邊推(tui)進(jin)(jin)、邊總結、邊提(ti)升(sheng),積(ji)極(ji)挖(wa)掘全(quan)系統一體化(hua)(hua)(hua)建(jian)設的(de)(de)經驗做法,及時(shi)形成(cheng)(cheng)典型案例,切(qie)實(shi)把工(gong)(gong)作(zuo)經驗上升(sheng)到(dao)制(zhi)(zhi)度(du)(du)機制(zhi)(zhi)。各(ge)(ge)級(ji)公(gong)司要(yao)(yao)(yao)積(ji)極(ji)對標先進(jin)(jin)做法,創造(zao)性開展工(gong)(gong)作(zuo)。要(yao)(yao)(yao)善于(yu)借(jie)助(zhu)外腦。在重點依托(tuo)內(nei)部(bu)力(li)量(liang)的(de)(de)同時(shi),還要(yao)(yao)(yao)善于(yu)借(jie)助(zhu)和發揮(hui)(hui)專(zhuan)(zhuan)業智庫等“外腦”作(zuo)用(yong),積(ji)極(ji)借(jie)鑒“他山之(zhi)石”,加快形成(cheng)(cheng)更多制(zhi)(zhi)度(du)(du)性成(cheng)(cheng)果,推(tui)動更多的(de)(de)既有成(cheng)(cheng)果落(luo)(luo)地見效,全(quan)力(li)提(ti)升(sheng)企業治理體系和治理能力(li)現代化(hua)(hua)(hua)水平,為(wei)扎實(shi)推(tui)進(jin)(jin)“雙(shuang)五”戰略路徑(jing),全(quan)力(li)推(tui)動陸港高質量(liang)發展提(ti)供基礎(chu)支撐。
